This report assesses the extent to which Scottish Ministers have made progress against their plans, set out in December 2013, to assist public authorities in Scotland to better perform the Public Sector Equality Duty. It is a mid-point assessment of a four-year programme and not a final assessment, and for that reason it is purposefully ‘light touch’. The Scottish Government now reports on progress every four years. The purpose of this report is therefore to assess progress to date, to identify strengths and weakness in the approach and to identify areas which may require additional work.
