This research was carried out as part of a formal inquiry into older people and human rights in home care in England. The report presents findings from two surveys: one with local authorities and the other with organisations that provide home care. The surveys explored if human rights, in the broadest terms, were covered in commissioning, procurement, contract management, assessments and other activities related to home care services.
