On 6 March 2008, the Equality and Human Rights Commission (EHRC) launched an inquiry to find out how public authorities are responding to the Human Rights Act 1998 (HRA). The Office for Public Management (OPM ®) was commissioned to design and deliver a research project aimed at exploring the role and experiences of complaints-handling bodies, inspectorates and regulatory bodies (inspectorates1) in relation to human rights practices, and how these have implications for the organisations they inspect.
