Project Scope
The Equality and Human Rights Commission came into being on the 1st October 2007 following the dissolution of the Commission for Racial Equality, the Disability Rights Commission and the Equal Opportunities Commission. The new commission wants the organisation to be a high performing, emotionally intelligent organisation that achieves the highest standards possible.
We would like to review the existing processes and procedures that are being combined in our offices in Manchester (approx 20 staff), London (approx 35 staff), Cardiff (approx 3 staff) and Edinburgh/Glasgow, and then working with a project team - principally drawn from the EHRC's standards and corporate law teams - to develop and implement appropriate strategies, processes and procedures to achieve Lexcel accreditation in October 2008.
The functional areas of the Legal Directorate are: Litigation, Policy and Enforcement.
Methodology:
1. Audit, gap analysis and Action Plan
- Undertake a review of processes and methods in each of the offices and under each of the functional areas. This will be conducted against the Lexcel standard, and will result in a Gap Analysis report and an Action Plan.
2. Implementation and Change Management
- Undertake Change Management workshops with Senior Management Team (SMT), the next level of management and then the entire Directorate to explain the standards, explore how to apply them and to agree the timescales.
- Provide general consultancy advice and guidance on typical policies and procedures
- Deliver workshops to train internal auditors to ensure buy-in and ownership of Lexcel.
3. Development of Office Procedures Manual
- Contribute to and co-ordinate a comprehensive Office Procedures Manual, based on the outcomes of the audit and the procedures decided upon, that reflects the Lexcel standard.
4. Review meetings
- Hold regular review meetings on Change Management and Implementation including team working and attendance at SMT / Lexcel project meetings over the duration of the project.
5. General Management Development
- Undertake General Management Development and Coaching as required and as may be identified
6. Assessment
- Work with the project management team and the relevant assessment body to ensure a successful assessment process in late 2008.
The EHRC now seeks a Consultant with a wide experience of Lexcel and proven record of success of guiding organisations of this nature and size to Lexcel accreditation. The Consultant will work together with the EHRC’s small legal standards team in doing this work.
