The Equality and Human Rights Commission (the Commission) aims to champion equality and human rights for all; to eliminate discrimination, reduce inequality, protect human rights and build good relations, and ensure that everyone has a fair chance to participate in society. The commissioning of research to fill gaps in our current knowledge and evidence base is a critical part of our strategic priority to build an authoritative and responsive organisation.
The Commission is conducting an Inquiry, under section 16 of the Equality Act (2006), into human trafficking in Scotland with a focus on commercial sexual exploitation. The Inquiry, led by Baroness Helena Kennedy QC, is due to report its findings and recommendations in summer 2011.
The starting point of this Inquiry is a belief that human trafficking is, fundamentally, exploitation, a violation of human rights and is destructive of the dignity and mental and physical integrity of its victims. The Commission believes the human rights violation of trafficking is inseparable from inequality. The phenomenon is driven by gender, racial and other inequalities, including poverty.
The Inquiry will involve the collection of a range of evidence to inform its findings and recommendations.
